(1) After the publication of the election program according to sub-rule (1) of rule 3, the party wishing to participate in the election to be held according to the proportional election system shall submit the closed list of candidates prepared in accordance with section 28 of the Act to the commission in the format as per the schedule within the date and time mentioned in the election program. (2) According to sub-rule (1), when the party submits the closed list of candidates, at least fifty percent of the names of women from each inclusive group must be included. (3) When the party submits the closed list of candidates, according to sub-rule (1), at least four. The name must be included. (4) If less than ten percent of the total number of members to be elected according to the proportional election system are nominated in the closed list submitted by the party according to sub-rule (1), the commission will not register such closed list. (5) Participating in the election with a single election symbol. When submitting the closed list of candidates, the registered parties shall also disclose the political party to which the candidate belongs.
